SEATTLE (Scrap Monster): The Pennsylvania Senate announced introduction of a new bill that would bring in drastic changes to the existing electronics recycling law in the state. The Senate Bill No 1310 was introduced by Sen. Amanda M. Cappelletti. It is expected to amend the Covered Device Recycling Act of 2010.
The covered electronic device (CED) comprises electronic devices including eco-fee devices (EFDs), computers, printers, videocassette recorders, portable digital music players, digital video disc players, computer peripherals, any computer monitors or televisions which are not EFDs.

The bill proposes an eco-fee, which will be added to the purchase price of new EFDs sold, which the bill says is necessary to cover the cost of collecting, transporting and processing postpurchaser EFDs by the individual CED manufacturers or stewardship organizations. Furthermore, it will cover the costs borne by the department to fulfil its responsibilities towards implementation of the program. Eco-fees shall be separately displayed on the receipt, invoice, contract or other record documenting the sale of the new EFD by a retailer to a purchaser.
